In most markets the person calling a plumber owns the house. In Oakland, a large share of the time they don't — they manage it, or they rent it out. That single fact changes the search terms, the hours, the urgency, and what a customer is worth to you over a year.

$1,500 a month. You deal with me.
The homeowner emergency works like anywhere: "burst pipe," "water heater leaking," "no hot water." Decided in a minute, hired by whoever answers. Concentrated in the hills and the owner-occupied neighborhoods.
The landlord and property manager emergency is the Oakland-specific one, and it's a different animal. The caller isn't standing in the water — a tenant is, and they're relaying it. That person cares about speed, yes, but also about someone who'll coordinate access with a tenant, document the work, and invoice properly. They're less price-sensitive than a homeowner and dramatically more valuable, because they own more than one property and something breaks every month.
The planned high-ticket work follows Oakland's housing age. Older flats and pre-war buildings across the flats and around the lake carry galvanized supply and cast iron drain lines that are due. Repipes, drain line replacement, and sewer work all get searched here and all run into the thousands.
Then the usual budget drain: "how to fix a leaky faucet," "plumber salary Oakland," "plumbing school." High volume, zero commercial intent, and present in almost every unmanaged account I audit.
Softer competition than San Francisco or San Jose, because the franchises and the big regional operators put their budget where residential density and household income are highest. Leads cost less here.
And the multi-unit segment is close to unclaimed in paid search. Most plumbing campaigns are written entirely for homeowners. An ad that speaks to property managers — tenant coordination, multi-unit experience, net invoicing — has almost no competition on the page.
The LSA work I did for Spartan Junk Removal held top position on 98.14% of impressions within 30 days, above three national franchises. Different trade, identical playbook — verification done right, job types and radius drawn tight, disputes filed, reviews feeding ranking.
One property manager who calls you every month is worth more than thirty one-time homeowners. Almost nobody advertises to them.
Book a call →Local Services Ads for the emergency half. Google Guaranteed badge, top position, per-lead billing. It works for homeowners and for the urgent landlord calls alike.
Search Ads for everything that pays better. Commercial plumbing, multi-unit and apartment building work, repipes, and drain line replacement all fall outside LSA's job categories. These need their own keywords and a landing page that can address tenant coordination, insurance, and scheduling — none of which fits in an LSA listing.
Email to hold the relationships. Once you've served a property manager, staying in front of them costs nothing. That's the difference between one job and a decade of jobs.
Oakland leads are cheaper than the San Francisco or San Jose equivalents, which gives you room — but the spread in job values here is the widest of any market I work in, so averages will mislead you badly.
The number that actually matters in Oakland isn't cost per lead. It's lifetime value per customer acquired, because a meaningful share of your leads are repeat buyers rather than one-time buyers. A $120 lead that produces a single $400 job is fine. That same $120 lead that produces a property manager who calls eight times a year is the best money you will ever spend, and a campaign optimized purely on immediate cost per lead will never see the difference.
What I'd want from you: average ticket by job type, close rate on emergency versus quoted work, your after-hours answering setup, and — the important one here — how many of your current customers are repeat commercial or property-management accounts. If that number is low, there's a whole segment of this city you're not advertising to.
Practically: separate residential and commercial campaigns, bid by neighborhood rather than citywide, and aggressive negatives against the DIY and job-seeking traffic.
Property turnover and commercial cleanouts the franchises barely contest.
Residential replacement in the hills, commercial rooftop work downtown.
Higher tickets, higher click costs, older building stock across the bridge.
Every week you wait, a competitor gets those calls. Book a call.
